In the U.S. it is illegal to have any native migratory unless you have licenses appropriate. Anyone wishing to own migratory birds or their parts or products should be aware that all these are covered by the Treaty Act, migratory birds (16U.SC 703-712), which implements a series of international treaties to protect migratory birds. Some key provisions of the law by taking into account: the drafting of the law is clear that most actions that result in "taking" or possession of a protected species or their parts or products is a violation of the law. Specifically, the Act states: "Unless and except to the extent permitted by law ... shall be unlawful at any time by any means or in any manner ... to pursue, hunt, take, capture, kill ... possess, offer for sale, sell, ... purchase, import ... any migratory bird, any part, nest or eggs of a bird, for example ... "This is a" strict liability "law, meaning that there is no requirement for agencies of law enforcement to prove" intent " violate the law. That is, if you're found in possession of a protected species or their parts or products, is automatically placed in violation of the law. The provisions of the Act are nearly absolute "... except as permitted by the rules ..." the only exception. Some examples of permitted activities that do not violate the law are hunting legal game, the legitimate activities of research, exhibition in zoos allowed, and bird banding under an appropriate license. The Act applies the vast majority (83%) of all birds native to the U.S. Most species are not covered by the law are covered by the Endangered Species Act with extinction other federal or state laws, many of which are as strict as the law of the Migratory Bird Treaty. In the 48 states, all species except the house sparrow, the wild pigeon, starling, and non-migratory game birds like pheasant, partridge, grouse and protected. Penalties upon conviction can be severe. Even if a jury finds sympathetic meant no harm in trying to raise a chick on the left or selecting a hawk feather, legal defense costs are clearly not a value no risk. http://www.npwrc.usgs.gov/about/faqs/birds/feathers.htm even a vet that does not have the appropriate licenses to prevent birds from wild birds should undergo a licensed wildlife rehabilitation within 48 hours of treatment of birds. Contact a licensed wildlife rehabilitation immediately. You can find one here: ~ http://www.tc.umn.edu/ devo0028/contact.htm They received specialized training to care for sick, injured and orphaned wild animals. They also have the necessary federal and state permits that allow them to keep the wild animals until they are healthy enough to be released into the wild. Until I can get to a rehabber, do not try to give all the water. It can suck and die. If you have no experience in hand feeding the birds, find someone who is. A can get it licensed therapist, can be fed wet food for dogs or cats, but not really a good diet food for him, for a period of time. It will not provide adequate nutrition to grow. If some of his feathers and he was preparing to take off (leave the nest). Birds fly before they can fly. You will need a flight cage in order to have enough space to safely exercise their wings and strengthened enough for flight. The therapist licensed wildlife adequate facilities for a beginner. The rehabber will also be able to evaluate the overall condition of the birds and check for injuries and illnesses. Please make it a rehabber as soon as possible!
