cleaning an antique wicker baby carriage?

we have an antique brown wicker baby carriage. it has black rubber around the metal wheels and a rubber handle with metal for everything else except the actual basket part which is all wicker. how should we go about cleaning this? we want to paint the wicker white, should we spray paint it or paint it with a paintbrush? should we paint the inside too? can we paint the metal and rubber parts too? what would this do to the value? we aren't going to sell it but we still want to know?

I would just blow the wicker off with an air compressor then wipe it down with a damp cloth. I wouldn't paint it though. paint ruins wicker in my opinion
